STATEWIDE FUNDING CRISIS            
 

 





BACKGROUND

MASS TRANSIT FUNDING IN PENNSYLVANIA - State funding of transit is lower in Pennsylvania than in many states. It receives less public funding on a per passenger basis than its average peer agencies across the country.

Here is why the problem exists:

  • There is no dedicated, reliable tax base
  • Existing taxes have not grown
  • Operating subsidies from the General fund have basically been flat
  • Federal support has been curtailed

Pennsylvania transit receives funds from the following sources:

  • Sales tax
  • Personal income tax
  • Cigarette tax
  • Tire and motor vehicle rental and lease taxes
  • Lottery

Revenue tapped in other states, but not in Pennsylvania:

  • Liquid-fuels tax
  • Vehicle registration and title fees
  • Real estate transfer tax
  • Casino revenue
