Thanks Gary. Mark and I have been in email contact about this since I posted. We want to start with a test that shows complete indifference to our personnel. Since some here will bump down a class we’re trying to cut down on the grievances claiming we’re favoring some mechanics over others. Once this is done we can do it all in house. Mark has suggested ASE which is fine except there's limited testing dates and you can only take so many tests at one time. Every cert will be a plus though. I have an inhouse training curriculum and tracking that I'm implementing in a week. rabbittraining is working out their own bugs, but I can't wait any longer.
I've set up my employee evaluation periods as the first week of June and the first week of January. Yep, self evaluations first then the employers evaluation every six months. They've never been done here before and this June will be the first for these guys.

Bob, we started to evaluate the mechanics. They do a self evaluation then I do one on them, this is done by using their job descritions by what class they are. I show total hrs of training they have had inhouse and out(KTCLP/PennTrain, etc) let them know what I would like to see from them in the next year as improvement areas, work/house cleaning/training etc. and they let me know what they need or would like to get in training. This will be a starting point for advancements, knowing they must meet/or be close to meeting the requirements for the next class to move up! Another thing is SEPTA has some testing they do? Call John Buckner or Mark Catenacci.
