Bob,
It takes our mechanic 16 man hours on average and this includes relining the shoes.

Bob, You can always contact the manufacturer and ask for a labor guide. This should have a published list of general repairs and their idea of how long each job takes for warranty or other purposes. This should get you in the ballpark.

We have Gillig Phantoms. How long does it take one tech to: replace drums, shoes w/hardware kit and wheel seals, both sides, on a standard (not quick change)rear axle in your shop. I'm talking about an average, not your fastest guy, with no serious problems to correct during reassembly.
