Carl, My take on this is that it is for vehicles that have been crashed and a reconstructed title has been applied for and for street rods. Bob. | ||

I did some checking and it appears to apply only to the initial titleing of the vehicles not the subsequent inspections. I have a call in to the Department of Motor Vehicles, waiting their response. |
