Little late. We require all mechanics as stated above to have the endorsement. I even found out that my last mechanic did not have it so he had to go and pass the test as Dan related to.

We have this at BARTA due to moving a vehicle with passengers on it during a roadcall. Here is the criteria fron the PA Commercial Driving Manual for the "P" endorsement.
The excellent point made by Denny is the PA ST Inspection Requirement. You must be licensed to drive the type of vehicle that you inspected.
THIS SECTION (4) COVERS
• Definition Of A Bus • Pre-Trip Inspection
• Loading • Safe Driving With Buses
Bus drivers must have a commercial driver's license if they drive a vehicle designed to seat more than 15 persons, including the driver.
Bus drivers must have a passenger endorsement on their commercial driver's license. To get the
endorsement you must pass a knowledge test on Sections 2 and 4 of this manual. (If your bus has
air brakes, you must also pass a knowledge test on Section 5.) You must also pass the skills tests
required for the class of vehicle you drive.

Not only that, but in an emergency situation, a mechanic could be required to move a bus with passengers on board.

Carl,
CAT has always required the endorsement for mechanics. We do this so if the mechanic would ever have to move a bus (during a road call) that had passengers on it they could legally do so.

RVT does. State inspection requires the mechanics to have the passenger endorsement to road the buses. Denny

Carl,
It's in BCTA's Union contract for all Employees with CDLs to have a P when I questioned it I never heard any real reason as to why it's in there. When we go back to negotiate the contract again that requirement is supposed to be dropped.

Does everyone require your mechanics to have a passenger endorsement on their CDL? Is there a PENNDOT requirement? ....thanks Carl
